This role is hybrid based (Tuesday Wednesday and Thursday onsite, Monday and Friday work from home)

 

Introduction: Strategic workforce planning for New York Life Technology has never been more important and challenging. As New York Life embarks on its business and technology strategies, there is an increased need to continuously evolve technology talent and skills in support of business ambitions. We need to optimize the Technology workforce by enhancing our employee development, recruiting efforts, hiring effectiveness, job architectures, competency models, skills framework, learning pathways, and location strategies.  There are many factors that are having significant implications on the Technology organization’s ability to build the right workforce to design and execute the strategy, including:

 

  • Competitiveness in talent retention and hiring
  • Evolving workforce expectations around remote and hybrid working
  • Advancement in technology and business operating model requiring new mindsets and behaviors that help employees deliver faster and more valuable outcomes
  • Technology advancements require new skills and will make current skills obsolete more quickly

 

An exceptional leader is needed to develop, implement, enable, and provide ongoing analysis of Technology’s workforce strategy and ensure the Technology organization has the resources and skills required to achieve business objectives, while deploying efficient and effective methods to retain, attract, and develop talent.

 

Role Summary:

  • A key role within the Office of the CIO, the Head of Technology Workforce Management will lead the development, adherence and ongoing calibration of the Technology Workforce Strategy with a 3-5 year horizon.
  • Align the technology organization on strategies for talent retention and development, skills framework, learning pathways, competency models, talent attraction, hiring, and remote/hybrid working models.
  • Strengthen workforce planning and governance capability to ensure continued optimization and ongoing future readiness
  • This role will serve as the primary Technology liaison across corporate functions of Human Resources, Learning and Organizational Development, Communications, and Real Estate.

  

Primary Responsibilities

  • Develop and maintain Technology’s annual and multi-year Workforce Strategy and Plan
  • Develop and maintain technology competency model that defines the competencies and behaviors for each job family, role, and level
  • Create and maintain a skills assessment and inventory
  • Maintain descriptions of job families and roles, based on industry standards and definitions
  • Leverage the skills assessment, job architecture, and competency model to develop Learning Pathways for managers and employee to develop the required skills
  • Provide analysis, insights, and recommendations on the Technology organization compensation structure
  • Provide analysis and insights into the Technology organization current and target state sizing, make up and structure ensuring alignment to business and technology strategies and financial goals.
  • Produce regular reporting packages highlighting relevant metrics, trends, and recommendations
  • Support ad hoc reporting and analysis needs
  • Provide oversight for hiring requests, ensuring alignment to broader workforce strategies and operating model
  • Identify talent sourcing opportunities including less traditional channels
  • Manage the technology location and remote/hybrid working strategies and planning including site opportunity analysis
  • Understand external workforce trends
  • Manage key talent recruitment, engagement and retention programs (e.g. Grace Hopper, Year Up, summer intern program, mentor programs)
  • Promote and manage internal mobility programs
  • Promote and oversees employee recognition program
  • Direct management of Resource Management Share Service staff
  • Direct Management of Analysts personnel

 

Minimum Experience Required:

  • BS in related field Bachelor’s degree in Computer Science, Information Technology, Engineering, Finance or Business Administration; Masters a plus
  • 5-10 years management and strategic experience, with experience in workforce/Human Resources management, Information Technology, or PMO a plus
  • Experience and familiarity with Insurance and Financial Services business systems
  • Experience and familiarity with IT operating models and digital transformations
  • Experience managing multiple projects, including partnerships with external technology partners
  • Experience working closely with senior executives
  • Experience in portfolio, program and project management roles working effectively across multiple business and technology teams and functions
  • Demonstrated, applied experience in Human Resources/Workforce Management
  • Knowledge of SDLC, ITIL and application or infrastructure solution development and deployment
